European Certificates of Origin
The European Community Certificate of Origin is a commercial or customs clearance requirement in some countries to evidence the origin of the goods. A European Community Certificate of Origin may be called for in any country worldwide.
EUR 1 Form (Movement Certificate)
An EUR1 Movement Certificate is used to support claims for preferential (usually zero) rates of duty in the country of importation. To qualify the goods must ‘originate’ in the UK or EU and be supported by a correctly completed and endorsed EUR1. The preference system only applies to countries where certain trade agreements exist with the EU.
ATR Movement Certificate
The ATR Movement Certificate entitles goods which are in ‘free circulation’ in the EU (for example the goods are EU-originating, or on importation into the EU and all relevant duties and taxes have been paid) to receive preferential import duty treatment when shipped to Turkey. This applies to all eligible goods except agricultural goods, minerals and steel which require an EUR1 Movement Certificate.
When completing an ATR form it is advisable that the exporter or authorised agent consults HM Revenue & Customs.
Important Changes in the Issuing of ATR and EUR1 Certificates for Turkey
We have received a notice from HMRC stating the following regarding ATRs/EUR1s for Turkey;
“Turkey is refusing to accept ATRs which do not have an original wet signature and stamp in boxes 12 (Customs Endorsement) and 13 (Declaration by the Exporter) and are returning all such movement certificates for verification. The same stance applies on EUR1s destined for Turkey.”
This means from now we must have an ATR with the exporter’s original signature held on file at our office. The ATR application must be submitted on E-Z Cert using the “standard” dispatch method which will allow us to print on the pre-signed ATR form and then we will apply our original signature and wet stamp. The ATR can then be posted first class or will be available for collection.
From today please do not submit applications using the “express” dispatch method. Please call 01244 669988 to request blank ATR and EUR1 (for Turkey only) Certificates to be sent to you to be pre-signed.
With this in mind please could you allow additional time when applying for ATR/EUR1 documents for Turkey.”
Arab-British Certificate of Origin
An Arab-British Certificate of Origin is a Customs clearance requirement in some countries to evidence the origin of the goods and may also be requested by the importing company. These documents may be used for Arab League States as listed below:
